"The Future of SNAP: A Modern and Responsive Program" - June 2017

 

"The Future of SNAP: A Modern and Responsive Program" was developed by a work group led by APHSA's Center for Employment and Economic Well-Being and The American Association of SNAP Directors. The paper outlines a vision for SNAP and is a realistic and thoughtful juxtaposition to the President's recent proposed reforms to the program in his FY 2018 budget proposal. The paper demonstrates that elements of the President’s proposal such as shifting 25 percent of benefit costs on average to states by 2023 will have a significant, negative impact on the SNAP program. The President's proposal would also eliminate broad-based categorical eligibility, now utilized by over 40 states, without expanding the allowable resource limit for recipients; eliminate the minimum benefit that predominantly helps elderly citizens; cap benefits for all SNAP recipients at the household of six level and toughen the already stringent ABAWD provisions regarding allowable waivers to time limits on receipt of benefits. This paper provides a clear alternative path to reform. 

 

"TANF at 20: Time for Rational Changes" - November 2016

 

"TANF at 20: Time for Rational Changes" was developed by a special work group led by APHSA's Center for Employment and Economic Well-Being and The National Association of State TANF Administrators. It contains suggested legislative, regulatory and administrative recommendations for improving TANF to be more client- and family-centric and to align TANF more productively with elements of other workforce programs.
