Research Plan

The leadership of the agency should oversee the development of a research plan that provides guidance to the research process

—guidance that can be perfected over time as new lessons are learned and new tools are developed.

 

The research plan should help identify research needs rather than developing in the customary ad hoc manner common to some studies. The identified needs should be integrated across systems so that the best possible result is gained from an agency’s future research. The research plan should:

  • Be living and organic—not entirely replaced when a new administration enters or additional priorities are identified. 
  • Set goals with regard to access to information from published articles, webinars and the like.
  • Be congruent with the goals and responsibilities of the agency, as expressed in its primary enabling legislation and its vision or mission statement.
